Francis Fukuyama started his survey of political systems from China, not Ancient Greece or Rome, which is unusual for a western seminal work. He recognized China achieved something important early on. But the Chinese system is missing some important ingredients which were developed in Europe much later: like rule of law and accountable government. China is still struggling with these two very ingredients.
